I have almost thrown the washer out on several occasions, it gets stuck to the grommet on the filter. Always check before binning the old filter.

The PO of whatever bike my current motor came from was even worse, he put the front cover and clutch cover on without any gaskets at all, just used some sealant. I don't know if you've already bought a bolt, but look at TAS either on ebay or on their own store site, its a mom/pop family owned parts site that has pretty good prices and is very quick in shipment, I've bought a few things from them several different times.
