Problem I can see there is getting the Allen key in?

The allen key goes in from below where the wheel mounts.

shep,the cramp has the ability to just bite on 1/4 of an inch of ali,where you bolt the clamps on

bri,a sash cramp is very fexible,iv made one up to clamp 4 metres.
under the fork you have the allen bolt,central.
either side you have 2 bodies of threads[that take the bolts]perhaps an area of 20mm sq.a little timber cushion,for protection,cramp it hard there.you do not need to use the whole shoe of the cramp.

sorry mate,cant do it.just not clever enough
look at the bottom of the fork,put an allen key into the bolt,leave it there.
whatever meat you have left is biteable,you have the front and back threaded body

The threaded part in inside the lower fork body. I need to find a way to anchor it so the bolt comes out.

As we know the bike was submerged I suspect corrosion has got to the threaded part and the Allen bolt.What about leaving the bottom part of the fork submerged in some old brake fluid or diesel fuel overnight?It's a very good rust/corrosion release.Then trying again with a piece of wooden dowel jammed down the fork and into the threaded part?You could whittle down the end of a piece of dowel a little so it went into the thread like a cone shape?

ok,mate.the sash cramp had 2 shoes.
one shoe fits on the end of the chamfered broomstick.
the other shoe fits onto the head of the stud[with nut fitted]part 36 in the partsfishe shown above.
when you gently wind in the cramp.the only thing that will move is the timber broom,biting into the threaded part of the allen key,then a airwrench,with allen key fitted,vibrate it out.
